Karter specializes in tax controversy and tax litigation matters. With over 35 years of experience, he has litigated Federal tax cases in the United States District Courts, the United States Tax Court and the United States Court of Federal Claims and argued in the United States Court of Appeals in multiple circuits. Karter formerly served as a trial attorney at the U.S. Department of Justice. He has been listed in The Best Lawyers in America®, most recently as Lawyer of the Year for Litigation and Controversy – Tax for Philadelphia.
