Perkins Coie Adds Government Contracts Partner David Fletcher in D.C.

David Fletcher has joined Perkins Coie’s Commercial Litigation practice and Government Contracts subgroup as a partner in the Washington, D.C. office.

In a release, the firm said Fletcher’s practice includes a broad range of government contracts matters, including bid protest litigation at the Government Accountability Office (GAO), the Court of Federal Claims and at the agency level, and counseling of clients across varied industries on their contractual and regulatory obligations. Fletcher also advises senior management on federal contracts compliance matters and spent two years as government business counsel for GE Aviation’s $1 billion turboshaft/turboprop business.

Fletcher has represented various technology, healthcare and professional services companies in bid protests before the GAO, including a federal security and health IT services entity in two protests involving a total contract value of $1.54 billion. He joins Perkins Coie from Cooley, where he led the Government Contracts practice and regularly advised clients in mergers, acquisitions and financing transactions involving government contractors.

Fletcher received his J.D., cum laude, from the University of Illinois College of Law, and both his M.Ed. and A.B. from the College of William and Mary.

 

 




Dykema’s Steven C. Liedel Will Serve as GC to Michigan Governor-Elect’s Transition Team

Steven C. Liedel, managing member of Dykema’s Lansing office and member of its Government Policy & Practice group, will serve as general counsel to Michigan Governor-elect Gretchen Whitmer’s transition team.

Liedel’s practice focuses on government organization and restructuring, economic development, state constitutional law, and tax policy. He previously served as former Michigan Governor Jennifer Granholm’s chief legal counsel, during which time he was chair of the State Administrative Board, Chief Privacy Officer for the State of Michigan, Executive Committee member of the Michigan Economic Development Corporation, and Transition Liaison to the incoming Snyder Administration. Before that, as Deputy Legal Counsel to the Governor, Liedel served as attorney and policy advisor on matters relating to executive orders, legislation, veto messages, appointments to public office, economic development, local government, tax policy, and procurement reform and fiscal controls.

Dallas Trial Lawyer Steve Stodghill to Receive Pair of Honors

Texas litigator Steve Stodghill, partner in the Dallas office of Winston & Strawn, is being honored with two awards this month.

On Nov. 15 he will be presented with the Anti-Defamation League’s (ADL) 2018 Larry Schoenbrun Jurisprudence Award.

The Schoenbrun Award has been presented annually since 1989 to a member of the North Texas legal community in recognition of outstanding leadership, exemplary contributions to the community, and a commitment to the ideals of the ADL. Founded in 1913, the ADL is a leading civil rights and human rights organization devoted to fighting anti-Semitism and other forms of bigotry and discrimination.

“At the heart of the mission of the ADL is the fight against injustice and intolerance,” said Stodghill. “The use of bully tactics, whether it be on a personal or professional level, is something I abhor. I am thankful I am able to use my legal skills to help in that fight. Our current social climate has made it even more imperative that we stand up for what is right and for those who are being intimidated.”

Stodghill and his wife, Anne, will be honored on Nov. 16 by the Business Council for the Arts as 2018 Obelisk Award honorees. They will be presented with the Juror’s Award for their lifetime advancement of the arts.

The Obelisk Awards recognize companies and individuals whose contributions and achievements in the arts have made a profound impact in North Texas. Instrumental in promoting the growth of the Dallas Film Society, the organization presented its inaugural Stodghill Award earlier this year to recognize individuals for their long-term efforts on behalf of the art of film.

“While these are two very different honors, one thing that they share is a recognition of Steve’s unwavering dedication to the community. Litigator Luke Wohlford Joins Barnes & Thornburg in Dallas

Barnes & Thornburg has added trial attorney Luke Wohlford as a partner in the Litigation Department in Dallas. Previously, Wohlford was a director at Crowe & Dunlevy.

In a release, the firm said Wohlford concentrates on corporate and fiduciary litigation, complex contract litigation, product liability, antitrust, and class action litigation. His clients include public entities, private companies, family-owned businesses and high net worth individuals, and he manages all stages of litigation, including post-trial proceedings and appeals at the state and federal level.

In addition to his trial experience, Wohlford develops litigation avoidance strategies for his clients and provides counsel on other aspects of their business, including investigations, regulatory compliance and contract negotiations, the firm said.

Buchalter Opens Eighth Office in San Diego

Buchalter announced its new office in San Diego with the addition of lawyers – Tracy A. Warren, J. Patrick Allen, Brittney R. Dobbins, Kathryn B. Fox, and Rick A. Waltman.

Tracy is the Managing Shareholder of the new office. Robert Zadek, previously in the firm’s San Francisco office, is now full-time in San Diego as is Jeff P.M. Corporate Partner Kenneth Baronsky Joins Sidley in Century City

Sidley Austin LLP announced that Kenneth J. Baronsky has joined the firm in Century City as a partner in its Corporate group.

In a release, the firm said Baronsky has experience advising companies, private equity sponsors, executives, owners and board members.

He joins from Milbank, Tweed, Hadley & McCloy LLP, where he served as managing partner of its Los Angeles office and as its corporate practice group leader for more than a decade.

Nathan Kelley, Former Solicitor and Deputy General Counsel at the USPTO, Joins Perkins Coie

Nathan Kelley has joined Perkins Coie’s Intellectual Property practice as a partner in the Washington, D.C., office. Kelley recently stepped down as the Solicitor and Deputy General Counsel for Intellectual Property Law at the U.S. Patent and Trademark Office (USPTO). Kelley earlier acted as the USPTO’s Chief Administrative Patent Judge in charge of the Patent Trial and Appeal Board (PTAB).

“Nate is one of the foremost intellectual property lawyers in the country, and he is widely respected for his litigation experience and ability,” said Shannon Bloodworth, Co-Chair of Perkins Coie’s IP practice. “His deep knowledge of the USPTO and Federal Circuit will broaden and strengthen our nationally ranked team of IP litigators. He is a significant addition to our team, and we’re thrilled that he has chosen to join us.”

In a release, the firm said that, as Solicitor, Kelley defended the Director of the USPTO in court, managing all IP litigation. He participated in patent and trademark cases in recent years, including Oil States Energy Services, LLC v. Greene’s Energy Group, LLC, Aqua Products, Inc. v. Matal, In re Cuozzo Speed Technologies, LLC, and Novartis AG v. Noven Pharmaceuticals Inc.

During his term as Solicitor, Kelley defended hundreds of decisions of the PTAB and the Trademark Trial and Appeal Board (TTAB) before the Federal Circuit. Kelley also advocated the USPTO’s position during interagency deliberations on IP cases before the U.S. Supreme Court, including WesternGeco LLC v. ION Geophysical Corp., B&B Hardware, Inc. v. Hargis Industries, Inc., Teva Pharmaceuticals USA, Inc. v. Sandoz, Inc., and Alice Corp. v. CLS Bank International. He also oversaw the USPTO’s defense of numerous district court cases against it.

In his role as Solicitor, Kelley also developed USPTO rules and regulations, helped shape federal policy on various IP matters, and he counseled the Office on the implementation of the America Invents Act.

Before becoming Solicitor, Kelley served as an Associate Solicitor at the USPTO for six years. Before that, he worked for six years with the Federal Circuit, first as a member of its permanent legal staff and then as a law clerk for Circuit Judge Randall Rader.

At Perkins Coie, Kelley will focus his practice on Federal Circuit appeals, inter partes reviews (IPR) at the PTAB and related USPTO work, and advising clients on IP strategy and policy more generally.

In addition to augmenting the firm’s IP practice, Kelley provides another boost to the firm’s thriving Washington, D.C., office. “Our Washington office has seen exponential growth over the past decade. Thomas Walker has joined FisherBroyles, LLP as a litigation partner in the firm’s Atlanta office.

Former Deputy Associate Attorney General Eric McArthur Rejoins Sidley in Washington, D.C.

Eric McArthur has rejoined Sidley Austin LLP in Washington, D.C., as a partner in its Supreme Court and Appellate practice. McArthur returned to Sidley after serving as Deputy Associate Attorney General in the U.S. Department of Justice (DOJ).

In a release, the firm said he will focus his practice on representing clients in appellate court proceedings as well as trial court litigation matters, particularly those involving critical motions and complex issues of constitutional, statutory and administrative law.

In his role as Deputy Associate Attorney General, McArthur assisted the Associate Attorney General in supervising and managing high-stakes litigation handled by the DOJ’s Civil and Environment and Natural Resources Divisions. He represented the DOJ in coordinating litigation with the White House Counsel’s Office and other federal agencies, including the Department of Health and Human Services, the Department of Labor, the Department of Commerce, the Department of State, the Department of Defense, the Department of Interior and the Environmental Protection Agency. McArthur also argued on behalf of the United States in significant cases in both the Second and Ninth Circuit Courts of Appeals.

Former UT Law School Associate Dean John Beckworth Joins Jackson Walker

John Beckworth has joined Jackson Walker as of counsel in the firm’s Austin office. He is a lecturer and former associate dean at The University of Texas School of Law.

“To welcome an attorney of John’s exceptional reputation is a significant accomplishment,” managing partner C. Wade Cooper said. “He is a prominent voice in energy law and arbitration, having been in private practice for 30 years before joining The University of Texas School of Law. Beckworth began his career in 1983 in the Litigation Section of Fulbright & Jaworski in Houston where he was a partner in the law firm before leaving in 1994 to start his own practice. During his time in private practice in Houston, Beckworth handled and tried civil cases and appeals in Texas and across the country, and he continues to serve as an energy and business lawyer and arbitrator, according to a release from the firm.

In 2013, Beckworth left his active law practice in Houston to join The University of Texas School of Law in Austin as Associate Dean for Administration and Strategic Planning and as a lecturer. “John has a tremendous following throughout the Texas legal and business communities – especially in Houston, where he lived and practiced for three decades before moving to Austin,” said Houston partner Alfred M. Meyerson. “Our clients will certainly benefit from his extensive experience and vast network of professional contacts.”

In addition to his roles as Associate Dean and lecturer in the Law School, Beckworth has served The University of Texas as a former trustee of the University of Texas Law School Foundation and as president and chairman of the board of the Texas Exes. In 2018 he was elected to become a trustee of the LBJ Foundation.

Beckworth is a longstanding appointed member of the Federal Judicial Evaluation Committee. In 2017, he became a National Association of Corporate Directors (NACD) Board Leadership Fellow.

 

 




Committee on Ways and Means Tax Counsel Moving to Miller & Chevalier

Miller & Chevalier Chartered announced that Loren C. Ponds will join the firm as a member in the Tax Department, effective Oct. 29, 2018. Previously, Ponds served as tax counsel to the U.S. House of Representatives Committee on Ways and Means, where she was instrumental in the development of the international tax provisions included in the Tax Cuts and Jobs Act of 2017 (TCJA).

“Miller & Chevalier is known for tax excellence,” Ponds said. “I was drawn to the firm’s outstanding reputation and talented practitioners, who are able to provide specialized tax guidance across varied issues, an important factor given my interdisciplinary practice.”

Prior to her role with the Committee on Ways and Means, Ponds worked in Ernst & Young LLP’s National Tax Department, with a focus on transfer pricing. She advised multinational companies on international tax planning projects, including intellectual property planning, supply chain optimization, and restructuring projects. In addition, Ponds regularly counseled companies on a wide variety of controversy matters, including advance pricing agreements, mutual agreement procedure cases, and Internal Revenue Service audit defense projects. She also spent two years working directly with the leader of Ernst & Young’s global transfer pricing practice in Germany.

At Miller & Chevalier, Ponds will focus her practice on the implementation of the TCJA and other tax policy matters. She will also work with clients on transfer pricing and broader international tax issues.

Lowenstein Sandler Expands D.C. Office With Launch of Global Trade & Policy Practice

Lowenstein Sandler LLP has launched a Global Trade & Policy practice that advises clients on the growing array of U.S. government regulations of global investments and trade, including foreign investment restrictions, trade sanctions, import tariffs, and evolving export controls. Doreen M. Edelman, most recently the co-leader of the Global Business Team at law firm Baker Donelson, will chair the group. Based out of Lowenstein’s Washington, D.C. office, Global Trade & Policy joins the Antitrust & Regulatory and Insurance Recovery teams as the third practice group in the firm’s D.C. office.

In a release, the firm said the Global Trade & Policy group will provide U.S.-based clients, foreign clients, and foreign-owned U.S. companies with compliance and policy development services. Areas of emphasis will include import tariffs and classifications, OFAC regulations and sanctions, CFIUS review protocols, and export controls. The team will assist clients in managing and reducing risk, especially regarding Chinese tariffs, by drafting exclusion requests and providing strategic guidance on these matters. Edelman counsels companies on Bureau of Industry and Security (BIS) and Directorate of Defense Controls (DDTC) export control regulations. She also counsels on the Treasury Department’s Office of Foreign Assets Control (OFAC) requirements, including compliance with U.S. sanctions frameworks, OFAC’s Specially Designated Nationals list, and the ever-evolving sanctioned-countries programs involving nations such as Iran, Cuba, North Korea, Russia/Crimea, Syria, and Sudan.

Edelman has represented high-profile international clients such as the Sultanate of Oman, where she secured passage of the U.S.-Oman FTA, and she also served as general counsel to the American-Turkish Council.

The team members joining Edelman at Lowenstein Sandler include:
• Abbey E. Ryan Letson Joins Bradley’s Huntsville Office as Associate

Ryan J. Letson has joined the Bradley Arant Boult Cummings LLP’s Huntsville office as an associate in the Intellectual Property Practice Group.

In a release, the firm said Letson focuses his practice on intellectual property and technology matters. He handles patent and trademark prosecution before the U.S. Patent and Trademark Office, and represents clients in proceedings before the Patent Trial and Appeal Board and the Trademark Trial and Appeal Board. In addition, he assists clients in disputes involving patents and other intellectual property in federal and state courts. His technical experience covers a wide range of areas including computer hardware and software, electronics, data communication networks, autonomous vehicles, electromechanical devices, payment processing and e-commerce systems, biometric sensors, and structural systems. Mr. Letson’s experience also includes litigating matters involving contract, business tort, government contract and real estate issues.

Prior to joining Bradley, Letson was an attorney with Maynard Cooper & Gale in Huntsville. He also previously worked as a systems engineer with The Boeing Company.

Letson received his J.D. from the Cumberland School of Law at Samford University and his Bachelor of Science from the University of Alabama.

 

 




Carrington Coleman’s Cathy Altman Named to Trinity River Authority Board

Cathy Altman, a partner in the Dallas office of Carrington, Coleman, Sloman & Blumenthal, LLP, has been appointed to the Trinity River Authority Board of Directors by Texas Gov. Greg Abbott.

Altman, who chairs Carrington Coleman’s construction group, is one of five new directors appointed to the 25-member board that oversees the development and conservation of surface water resources of the Trinity River, according to a release from the firm. Three additional members were reappointed to new six-year terms.

“The Trinity is one of this state’s most vital resources,” said Altman. The river flows 710 miles from North Texas to Galveston Bay, making it the largest river basin with a watershed entirely within the borders of Texas.

“It is a privilege to be among this select group of individuals entrusted with the responsibility of not only being good stewards of the environmental resources of the river, but also guiding development across the Trinity basin.”

The board is composed of directors representing each of the counties in the Trinity River Basin and three at-large directors. Altman, a resident of Midlothian, replaces longtime board member Harold Barnard, who represented Ellis County for 17 years. The appointment was applauded by State Sen. Brian Birdwell, who called Altman an “exceptional choice. Ellis County and the state of Texas will be well served by her.”

Altman is a member of the Governing Committee of the ABA Forum on Construction Law and serves on the Construction Industry specialty panel of the American Arbitration Association (AAA) National Roster of Arbitrators and Mediators. She is chair of the Midlothian Chamber of Commerce Board of Directors and is a board member of the North Texas Commission, a public-private partnership.

Lawyer Who Called Decision ‘La La Land on Steroids’ is Suspended for His Wide-Ranging Criticism

A New York appeals court has suspended a Suffolk County lawyer for three months for “inexcusable” criticism about courts hearing two of his cases, reports the ABA Journal.

The court rejected a referee’s recommendation for a public censure and suspended lawyer Gino Giorgini for three months.

An example of his comments to a judge include:

“THIS IS LA LA LAND ON STEROIDS. … I CAN NOT COMPREHEND THE #%%#$^% THAT IS THIS DECISION. … This is so bizzaro land that it is hard to type. What is even more pathetic is the case I cited (citation omitted) has been ignored.”

Greensfelder Adds Five New Associates in St. Louis

Greensfelder, Hemker & Gale, P.C. announced that five attorneys have joined the firm’s St. Louis office as associates. The new attorneys are Celine L. George, Kathleen M. Howard, Scott C. Johnston, Amy C. Moorkamp and Hunter B. Rouse.

Johnston joins the Business Services Practice Group at Greensfelder, where he worked as a summer associate in 2017. Prior to law school, he worked as a tax accountant at BKD, LLP in Kansas City, Mo. Johnston received his J.D. from Saint Louis University School of Law. He also holds a Master of Accounting and a Bachelor of Science, both from the University of Kansas.

A member of the Litigation Practice Group, Moorkamp was a summer associate at Greensfelder in 2017. She previously was a law clerk for the Missouri Office of the Public Counsel in Jefferson City. In addition, she interned for Judge Rebecca Pallmeyer of the U.S. District Court for the Northern District of Illinois. Moorkamp received her J.D. from the University of Missouri School of Law and her Bachelor of Arts from the University of Missouri.

Rouse is a member of the Business Services and Real Estate practice groups. He worked as a summer associate at Greensfelder in 2017. Stephanie Duffy is of counsel in the Columbus office, where she is a member of the Real Estate Department. She has 15 years of experience in the industrythe firm said.

Louise Dyble is an associate in the Chicago office, where she is a member of the firm’s Environmental Department. Dyble focuses her practice on regulatory matters and litigation related to water, energy and air.

Dyble earned her J.D. from University of California, Berkeley, School of Law in 2016, and her Ph.D. in 2003 and her B.A., magna cum laude, in 1995, from the University of California, Berkeley.

Steve Inman is of counsel in the San Diego office.
