Foley Expands East Coast Litigation Team with Three New Partners
Foley & Lardner LLP has expanded its East Coast team by adding three new partners to its Litigation Department. Kenneth Breen and Phara Guberman have joined the firm in New York. They are now part of the Government Enforcement & Defense Investigations (GEDI) Practice Group and the Innovative Technology Sector. Joseph Dowdy has joined the Commercial Litigation Practice in Raleigh, North Carolina.

Breen and Guberman came from Cadwalader, Wickersham & Taft. They bring deep experience in white-collar defense, investigations, and high-level business litigation. They work with clients from various industries, addressing issues such as securities, anti-corruption, and technology laws. Both have also represented clients before top U.S. and global enforcement agencies.

Dowdy comes from Kilpatrick Townsend & Stockton. He brings experience in business disputes, class actions, and legal matters involving government and the Constitution. He works with companies in the tech, energy, real estate, finance, and retail sectors. Dowdy has handled many high-stakes cases in courts, arbitration, and administrative hearings. At Foley, he will also continue to lead a talk series that focuses on solving legal and business problems.
